It means a person who does not hold up to their prescribed role in a society but deliberately refuses to conduct his/her role to others.In the simplest terms it connotes ungratefulness based on selfish interest. It is drawing on the goodwill and strength of another person but when the time comes to assist that same person the help is not forthcoming.
